Alex,

I would point out gust by taking the theory that ICANN and the new gTLD process is bound to serve the public interest and by extension closed generics are bound to serve the public interest to its logical extension that would mean that ANY registration requirements or restrictions on a new gTLD must be in the public interest. Is that the intent here? If not, it is the logical intent.

This also creates a new mission for ICANN that doesn't exist in the current bylaws.
