Thank you very much for your review and input! Much appreciate it.

To facilitate the Small Team’s review and make sure we are working off the same document, I have converted Flip’s word document into Google Doc, which automatically imported all the comments and suggested edits from Flip. To summarize Flip’s substantive comments (not including editorial ones):

  *   Replace “dispute” with “disagreement” throughout the document;
  *   Add the point that “If one party insists on legal representation, other parties may seek assistance in the proceeding to ensure a level playing field” (page 11);
  *   Note in improvement documents for WG leadership, liaison, and the GNSO Council about their responsibilities in handling 3.7 complaint process;
