One further consideration we may want to think about is ensuring that 
the WG is not only chaired by former members of the expert working 
group. A healthy mix of members ould be beneficial in the interest of 
neutrality and avoiding a mere continuation of the work of the EWG with 
more members.

Our job is to review and analyze the result of the work of the EWG 
without presuming that the result they arrived at will also be the 
result of our deliberations. we should take their work as guidance. If 
the WG were to be chaired entirely by former members of the EWG , we 
might run the risk of following down the same path.

A good mix would therefore be helpful.
