[gnso-rds-pdp-wg] For your review - updated RDS Statement of Purpose

I agree that if all existing whois policy were to ultimately be replaced 
by the RDS, the existing provisions would have to be adopted or adapted. 
I also do not in general object to improvements of accuracy going 
forward. I do however note that any migration to the new system will 
include legacy data that may be outdated, incorrect or incomplete.

Fixing the existing data may prove near impossible at worst and very 
expensive at best. Hence my assumption that existing data will have to 
be imported/presented as is, since no one will want to pay for this.
