Hi Rod,
some of this sounds like a very bad idea. Please remember that besides
the regulated world of gTLDs there also exists the colorful world of
ccTLDs and contacts are shared between registrations in both at many
registrars. Once you start enforcing purpose based contacts that are
changed as you describe, you may also trigger unwanted and unannounced
charges for the registrant when his contact details are updated on
contacts also used in ccTLDs where such changes carry a fee.
