Hi Greg,
> Our WG Charter say that in Phase 1, the WG should discuss "What steps should be taken to improve data accuracy?"  That implies that accuracy is a general requirement or goal.
I disagree. It asks a question that must be answered by our group, but 
it does not presume any result. If we come down to answer this question 
that no improvement is reasonably possible, then that would also fulfill 
this charter question.
