I agree with Greg. We must remember that a large number of the users of ‘Whois’ don’t  have the detailed knowledge of how the registries operate. They will just see it for what it is when they do a look up. We must strive for 100% accuracy, i know this may be impossible to achieve but it should be what we aim for. If we don’t, how do we bench mark accuracy - were happy with only 80% or 50% accuracy? Is this really what we want - all this hard work to have a RDS that is more likely to be inaccurate than accurate?
