I always trust Chris Pounder, who has a more nuanced evaluation of what 
is at risk.  I agree that while the Privacy Act is not central to the 
shield, it remains important to the overall assessment of adequacy, and 
punching the hole in it through the EO undermines the Shield because of 
the increased potential for data sharing.
