Since it is clear that the entire issue hinges on it, we are already at
this question. How do the registrars here handle this? Do they not inform
their customers that WHOIS data will be made completely public, and if they
do not inform their customers, what is the rationale?

If this as dangerous an issue as it is described in this working group,
certainly the participating registrars would have taken the proactive step
to protect their own customers. If not, what are the difficulties?
