Chuck, congratulations and thanks for your tireless work.

Everyone, I don't have any objection to adding Marc Anderson as a fourth
VP, but this also seems like a good time to take stock of where are and
consider refocusing our effort.  The crux our dilemma is the whois system
is disconnected from reality.  The account holder supplies the names and
contact information for the registrant, admin, tech, etc., but these roles
are not defined and have no hard and fast meaning.  Accordingly, detailed
discussions about whether this information should be public or who should
have access to this information is impossible to determine.

We need some people in the leadership team who understand the challenge and
are oriented toward examining the problem from first principles.  This is
what the Board had in mind when it passed its resolution in November 2012
that resulted in the Expert Working Group.

To repeat, this is not the time to simply replace Chuck and/or add a fourth
vice chair.  This should also be the time to recalibrate the direction of
the group, and to seek the involvement of people who can put together a
proposal that is soundly based on fundamentals and addresses the needs and
interests of the multiple constituencies.
