[Gnso-ssc] [Ext] RE: Draft poll for review

Thanks to Marie and Philippe for some refining of what I intended. I'm
taking Philippe's advice against over-engineering and am thinking maybe the
answer to Q#6 could be used to gauge what I'm after; someone having a good
ear for the political nuances in the GAC councils and their use to nudge
GNSO interactions.
