Dear colleagues,

On behalf of the GNSO community, I'd like to thank you and your community groups for the collaborative work on the final Terms of Reference for the Community Representatives Group that will work with ICANN org and the external consultant to select the seven members of the Independent Review Process (IRP) Standing Panel. I understand that the ALAC, GAC and ccNSO have all confirmed your representatives and I'm happy to inform you all that the GNSO has also confirmed that Heather Forrest - who most of you know - will be representing the GNSO in the Community Representatives Group. Heather was selected unanimously by the GNSO's Standing Selection Committee and her appointment endorsed by the full GNSO Council. We are extremely pleased and grateful that Heather has agreed to lend her expertise and experience to this important cross-community effort.

I would like to also inform you that, following further discussions within the GNSO, the various Stakeholder Groups and Constituencies have agreed to launch another Expression of Interest (EOI) process, to try to see if we can appoint a second representative to join Heather in the work to come. I wish to emphasize that our intention has nothing to do with Heather's selection and everything to do with the GNSO's sense that both it and the broader community will benefit from adding a second GNSO member to the Community Representatives Group. As you are aware, it is likely that most IRP proceedings will involve gTLDs. In addition, the Terms of Reference had prescribed an odd number of members for the Community Representatives Group (presumably to avoid deadlock). At the moment, we have six representatives - in addition to Heather, there is one appointee for the ccNSO and two each for the ALAC and the GAC.

The GNSO's plan to issue a second EOI call should not, and I hope will not, affect or delay the convening of the Community Representatives Group. We fully support the Group commencing its work as soon as feasible, without waiting for the result of this second EOI process. I understand that this may happen once ICANN org has completed the process for bringing on board the external consultant. In this regard, I take this opportunity, on behalf of the GNSO community, to thank ICANN org staff for its transparency in sharing the proposed Statement of Work for the consultant.
