[Gnso-ssc] Consensus call closed - Revised SSC Charter

Congratulations on the job well done and the great support received from
the excellent staff.

Though, the changes to the SSC chair role do generate a lot of questions
during the NCSG policy call that was held last week. I am glad this has
been approved by the GNOS Council.
