[Gnso-ssc] Consensus call closed - Revised SSC Charter

Yes. A question was raised specifically the double hat wherein the Chair
would vote during the consensus call considering the power of the Chair.

However, we were able to clarify that and also point out that same rule
applies to all on the leadership team who are member representatives and
would need to bring the views of their SG/Cs to the table. Moreover, it is
a full consensus model which is quite unique and as such the leadership
team voting would not influence the final decision.
