SSC Kick-Off Meeting on Tuesday, 19 March at 20:00 UTC

[Action Item] The GNSO support staff to share the GAC Liaison guideline again with the GNSO Council, as a reminder for review and updates.


  1.  Welcome and Introductions – including SOI updates


  *   Welcome and Introduction by Chair: Karen Day
  *   Members introduced themselves. Membership can be found in the wiki.<https://community.icann.org/pages/viewpage.action?pageId=64077781>

  *   The SSC Charter was briefly introduced to the members again, as linked above and also found in the wiki page here.<https://community.icann.org/display/GSSC/2.+Charter> This activity helped remind the members of their roles and responsibilities for the year.

  *   Though the guideline is in the Charter, the GNSO Council can, at anytime, request the SSC to take on a selection process, as SSC serves at the request of the Council

  *   Qu) The Chair asked if there had ever been any cases as such, and the Staff confirmed the CSC alternate selection example, which was a new process at the time.

  *   Any recommendations should be in full consensus: All members need to agree or the process has to start again until there is agreement.
  *   SSC delivers recommendations on selections for review and approval by the GNSO Council for roles such as the GNSO liaisons to Operational Design Phases and to the GAC – the GNSO Council has always confirmed.
  *   Chair and Vice-Chair also contribute to the SSC deliberations.
  *   The term for SSC members is 1 year, being able to serve up to 2 consecutive terms.
  *   The selection process and information are transparent (standard process), unless there is a reason for private deliberations by the SSC members.

GNSO Council Liaison to the GAC Selection Process – Preview only, timing TBD (see attached slide<https://community.icann.org/download/attachments/312049727/GAC%20Liaison%20Selection%20Process%202024.pptx?version=1&modificationDate=1710439913000&api=v2> and 2020 process<https://community.icann.org/display/GSSC/GAC+Liaison+-+2020>)

  *   Timeline linked also in the wiki.<https://community.icann.org/display/GSSC/2024-03-19+GNSO+Standing+Selection+Committee>
  *   The timeline was introduced in ICANN79 at San Juan

  *   The GNSO Council had agreed at the time that the GAC liaison selection does not need to be finalized by ICANN80 at Kigali.
  *   Steps for GAC liaison selection: EOI 4-6 weeks, SSC evaluation and meeting through an evaluation poll (1-2 weeks), SSC Consensus Call, Submit Motion for confirmation of selection. The GNSO Council will not need to vote for the consent agenda, but only to confirm. If any council member objects and wants the motion to be removed from the consent agenda, then this will go into the main agenda for a vote.

  *   The GAC liaison selection process will only begin after the GAC liaison guideline is complete.

  *   Currently waiting for the Council to review, update, and confirm the guidelines: The last GAC liaison guideline was created/confirmed in Sep. 2021, thus it is currently under review by the GNSO Council - changes have already been made and is subject to further changes.
  *   As the travel funding also limits the current liaison and the incoming liaison to both attend ICANN80 in Kigali, the selection process aims to be completed for the incoming liaison to join by the Annual General Meeting (AGM) 2024 – ICANN81. Again, this process does not need to be finalized by Kigali.
  *   Qu) Where and when was the GAC liaison guideline shared? The Staff will share the guideline again with the Council to put on top of the list.
[Action Item] The GNSO support staff to share the GAC Liaison guideline again with the GNSO Council, as a reminder for review and updates.

  *   The SSC members appreciated the timeline and run through of the charter.

  *   The group confirmed that the next task of the SSC will be to select the GAC liaison for the GNSO and the timeline/meeting request will be shared after the next GNSO Council Meeting (18 April).
