In the UK, under the Privacy and Electronic Communications Regulations (PECR) ICANN can be fined upto 500,00 GBP *per contact* if they telephone or email a UK  'consumer'
- I'd strongly advise that the "email, phone, post" tests proposed are NOT conducted against any details extracted from whois for a UK address
