Given every indication that neither old pending requests, nor
old pendoing complaints have any real effect, what would help
is making it possible to clear the old pending request and file
a fresh one.

With requests approvals sometimes hit or miss, the ones limbo
seem more accidental than deliberate.

Please expunge requests that are multiple months old out of the
system, making it possible to reapply for access.
