Turns out I did not have to go through a cancel/reapply cycle.  My
.citadel request got approved today.  So finally all gTLDs have been
approved at least once, which leaves just some slow renewals, which
do have a track record of *eventually* being approved in the past.

Perhaps worth mentioning that while many "extension" requests are
handled promptly, some go unanswered, and eventually expire, leaving a
fallback to the usual renewal process, which can also be tardy.
