[gtld-tech] gtld-tech list misconfiguration

I see that the list-Id header looks like this:

  List-Id: "List to discuss technical issues related to gTLD registries and
     registrars." <gtld-tech.icann.org>

The spec says you can't line fold a quoted string, and it's confusing my 
mail sorting scripts.

Simple fix: take out the comment which nobody will see anyway.  Tnx.
