Dear Chuck and all,

 

your comments underline very precise what I compromised in some bullet
points and you are right all issues refer to plural. The same applies for
the resource persons, or in other words, trainers. I tried to avoid the word
trainer, as I currently see future participants in multiple functions. The
order of my points 1-5 is meant to be chronological and yes it is critical
to agree upon every point before moving to the next point.  

 

However I stated in my previous email, why we should not divide the project
into 2 separate projects. Additionally I will raise here the issue of our
personal capacity - we have not too many representatives from the SOAC
participating actively and we need all their input for the broad approach
(ICANN  Academy) and the focused approach (Pilot module). I also expect us
to define other modules in the near future, other bricks in the modular
system and actors should have the long term goal in mind, while designing
single modules. The bricks are actually shaping the structure, or as the
architect says: form follows function.

 

Building consensus on point 1 (target groups) and 2 (learning goals) until
Toronto would also be my wish and I ask all if we should meet in an
conference call in short?

Thanks Sandra for getting the ball rolling on our continuing work and in
particular for developing a draft agenda for our meeting in Toronto.

 

First let me share my initial thoughts on the five agenda topics you
suggested for Toronto, based on my understanding of the discussion we have
had on this list over the last several weeks:

1.       specify the target group (incoming and / or current leaders)  I
believe that this topic was definitely discussed by many in our group and is
a needed one.  I would just add that we shouldn't assume there would be one
target group.  Based on list discussions, it seems clear that there are
multiple target groups.

2.       agree on the learning goal  I believe that this was one of the most
important points made on our list.  As a minor edit though, I believe it
will be learning goals (plural).

3.       discuss the methodology (online / F2F / proposed resource person)
Methodology is an essential topic that we need to discuss but I don't think
we can accomplish too much in that regard until we reach at least rough
consensus on items 1 and 2 above.  That doesn't mean that 1 and 2 have to be
completed in full but I do think that we have to have made considerable
progress on them before we can effectively talk about methodologies.  And I
do not think that we should assume that we have to use only one methodology
or that only one resource person is needed; I do not fully understand what
you mean by a resource person, but, if my understanding in that regard is at
least partially correct, it is possible that we might need multiple resource
people with different areas of expertise unless we can identify one person
that is well skilled in all applicable areas of needed expertise.

4.       agree on the dates and the duration of this pilot programme  This
seems to assume that a pilot program is our main objective.  We certainly
could decide that, but I think that we need to discuss that and see if we
all agree on that.  Like item 3, I think we first need to make considerable
progress on items 1 & 2 before we can effectively talk about dates and
duration.

5.       discuss and agree with ICANN staff how to implement this project  I
seriously doubt that this is at all realistic for Toronto.  How can we talk
about implementation until we reach agreement on items 1, 2 and 3 above.

 

In my opinion, If we were able to make good progress on items 1 & 2 on the
list prior to Toronto and in our meeting in Toronto, that would be
commendable and would set a solid foundation for the continuing work.  But
to do that, I believe that we will need to seriously focus our efforts on
those two topics.  I believe that the rest of the work will flow much more
easily and quickly if make significant progress on 1 & 2.  If we do not come
to reasonable agreement on 1 & 2 then I think we will all be going in
different directions.  Once we decide on possible target groups and agree on
learning goals for those target groups, then we can begin to narrow down
what might be possible for Shanghai, understanding that we may have to
select a subset of target groups and learning goals for whatever might be
done there.

 

I suspect that many in our group who have been working on this for many
months might think we are moving backwards and all their efforts might seem
wasted but let me suggest otherwise.  Once we are in agreement about the
target groups and learning goals, the results of all the hard work that has
happened to date will be able to be fit into a plan to accomplish the
learning goals and meet the needs of the target audiences.


On a little bit different subject, I think that Tijani and Hong are correct
that the "pilot and academy are 2 projects. We may wish to figure out how to
proceed in both short and long term."  I would take that a little further
and say that we might actually end up with more than two projects; in fact,
I predict that that will be the case and that we will have to decide which
projects we focus on first.  As I already said, once we agree on  items 1 &
2 above, we will then need to begin to think about which target groups and
learning goals we want to direct our attention to in the near term,
including what kind of pilot program we may want to plan for Shanghai.

 

I hope this is helpful and welcome feedback from others.

I received the information that the Academy WG is now scheduled for:
Wednesday, 17 October 7-10 a.m. Although not all of us will make it to
attend a 3 hours meeting, I hope to meet many of you at least partly. 

 

>From the recent exchange on this mailing list I draw the conclusion that
generally the support and the need for a leadership training programme is
given SOAC wide. If we can agree furthermore, that the long term goal of
this WG is, to work on a modular inclusive capacity building system, which
allows us to implement new modules in the future and modify existing
modules, I would now focus on a leadership pilot project for Beijing. I am
referring here again to the modular pyramid (enclosed), which is not written
in stone but should serve as a template for our work.

 

That means for our agenda in Toronto we have to:

6.       specify the target group (incoming and / or current leaders)

7.       agree on the learning goal

8.       discuss the methodology (online / F2F / proposed resource person)

9.       agree on the dates and the duration of this pilot programme

10.   discuss and agree with ICANN staff how to implement this project

 

As for the curriculum, I propose to set up a drafting team in Toronto which
will work on the curriculum afterwards and present it to the wider WG later
this year.

 

Please let me know if you can generally agree to the proposed course of
action and post your comments and changes here on this list.
