That is right Alberto, but adding another member from the At-Large community would not add more stakeholder diversity to this group. Also Renata’s support was expressed in the first round whilst this second consultation was to find an alternate since Javier is not fully able to communicate.

Between the lines I read the criticism of in-transparency in decision making processes.

The idea to set up this programme came at a time when the ICANN Academy Working Group was almost death, which was IMO due to the fact that the community put all efforts and energy in IANA transition and there where simply no more resources for other activities. A very small team kept this group alive, mainly by organising the Leadership Programme (LP). The collaboration of this group was based on trust and positive experience and the first steps to set up this Intercultural Awareness Program have been taken under these conditions. 

However during that time two new ideas have been brought forward by participants of (not only one) LP, namely the Chairing Skills Programme and the Intercultural Training Programme. I personally was in the hope that the latter has the potential to revitalise the ICANN Academy Working Group, and I am glad to see this hope was not so unjustified. 

Regarding the number of 5 Work Team Members:

Limiting the group to 5 goes along with the fact that beside forming an efficient group of people working on it, there would be a need for up to 5 community facilitators during the course to facilitate break out session. Another measurement was the concept representation of 5 geographic regions. Both arguments have been shared on this mailing list and there was no significant opposition to this proposal. Also during the single purpose call <https://community.icann.org/display/LTP/Work+Team+Members%3A+applications+received>  this number was not questioned. I can say this was a very intense and interactive call of 2 hours and I would suggest that all participants acted in the best interest of ICANN, respecting the underlying concept of diversity and transparency at ICANN in all its facets. 

Regarding representation of geographic regions and cultures:

It was suggested (on this list) to look at the 5 regions not in a too narrow way, because there is a risk to end up with similar cultures across these 5 regions (i.e. North America, Europe, Australia). During the single purpose call <https://community.icann.org/display/LTP/Work+Team+Members%3A+applications+received>  we could look at a list of 16 individuals <https://community.icann.org/display/LTP/Work+Team+Members%3A+applications+received>  who expressed interest to help shaping this course. After defining the criteria’s the list shortened to 8. Unfortunately none from the LAC region was meeting all criteria’s, but 4 from Africa.  Looking at the individuals we agreed that Javier Rúa-Jovet, who is based in Puerto Rico (further down more on that), could be considered to represent the LAC culture although formally belonging to the NA region. As Europe and North America are considered to be of a similar culture, it was agreed to assign one more seat to Africa, allowing to bring in two cultures which are indeed quite different.

Regarding the criteria’s:

The criteria (which shortened the above mentioned list from 16 to 8) to be an alumni of the LP is based on two ideas: First a lot of discussion about “interculturality” at ICANN took place during the LP; second these alumni’s are familiar with the concept of break out session facilitators and it will be effective to “train the trainer”.  

I do understand that not all of you are satisfied but would suggest, in order to get this course up and running for ICANN60, to look at it with a mild eye by considering it a pilot. It will be up to this entire WG to review and evaluate the results, and to agree if we would like this course to become an ongoing effort. I am sure if we succeed to become an active cross community Working Group there will be plenty of ideas on how to organise the processes better in the future. I would also like to reiterate that the benefits from this programme will come from the diversity of participants and will not only be based on the 5 WT members + Incite Learning (IL). IL is assisting the community to find their ways, just as they did to develop the 2 other courses; the Leadership Programme and the Chairing Skills Programme.

Regarding Javier Rúa-Jovet, who is based in Puerto Rico:

We all know what has just happened in Puerto Rico. My hopes are with our friends wishing them to be safe. I fear Javier will not be able to communicate during the next weeks. I dropped him a note asking what the situation is, but would like to suggest we find an alternate for him in order not to lose time.  He should remain in the group and if the conditions allow he can just jump in. There would be 6 Work Team Members thenJ

I too would like to see such documents. I don't think I have read the arguments as to the limiting number of 5. How does the decisionmaking process work for this group?

I agree that two from each region is a minimum.

I signed up hoping to be able to contribute but I am entirely fine with not doing so and excited that many from the regions are signed up. However, especially in a trial phase I think it would be urgent to make sure that all stakeholder groups and regions are included.

As such I have no problem that there are two reps from Africa, but if it means zero for LAC then clearly this is not ok.

I am sort of surprised. I know that there is an external consultant, but frankly, I have a pretty strong academic background in OD, and I see a few others on this list that also have credentials. Who does the consultant report to, and who retains them? Is it ICANN overall? If so, I don't see how there can be such a disregard of the feedback that there needs to be more diversity in the group of advisors. 

ICANN is complex. 

WAIT. Whom am I saying that to? this list is expert on diversity of ICANN. ;-0 

Can the documents that justify limiting the advisory group to only five be published, please?  I know those were funded by ICANN, so they should be public documents. I am sure that all of us are able to read and assess how we view the inputs, and the decision.

I strongly agree with the voices for a more diverse participation.

With a 5 members limitation is highly desirable to have at least one from each geographic region so having 2 members from Africa does not make any sense.

Sandra.

I regret that circumstances prevented my joining the call, however, I have raised my concerns about the approach of limiting to only five. I seriously doubt that my concerns would have been listened to, as I have stated them now more than once, and so, I will restate this again.

It is important to consider that by excluding different representatives that have indicated their strong interest in contributing, the 'project' also excludes the possible champions of the project.  

We have to understand that ICANN's budget is finite and that having champions is important, for any new initiative.  

I think that five is much too small for several reasons, and yes, I disagree with the ICANN retained consultant.   I have a lot of experience as well in doing organizational development, and frankly, most small groups spend their time, defending why they are so "small". 

I did fill in the self nomination to be an individual participant. 

However, I continue to strongly recommend that this limitation of 5 needs to be changed and that more inclusion be established, before moving forward.
