[Internal-cg] charter version to go out on the web

I would agree that we are best only placing in the charter more timeless 
issues.  All these points fall within self-organization. Beyond that I 
think that minutes are for public reference and there will be a summary 
of the meeting, which may be the more appropriate place for details..
