Dear Lynn,

you make some interesting points. Just a few remarks:

- Whereas the IETF has an organic link to ISOC, the same cannot be said to the ICG in relation to ICANN. This has legal and financial implications.

- The ICG can of course issue a RFP. But as the actual contract will be signed between ICANN and an external entity, would it not be more accurate to say, e.g. "Persuant to the announcement by the US (NTIA) about its intent to transition the IANA functions to the multistakeholder Internet community, the ICG will draft a Request For Proposal, to guide ICANN in recruiting a suitable contractor to perform secretarial functions for the ICG."

- I suggest "secretariat functions", because some other secretariat functions will be retained by ICANN Staff, e.g. travel arrangements and budget.

- The link providing information about the ICG is welcome.

Dear colleagues,

I think it is very important that we be clear about the independence of this group, as I believe that will serve the transition and all of us very well downstream.  In that vein, could we publish this as a more direct effort of the ICG?  The fact that we are working through ICANN's procurement processes is really a detail.  Again, I am drawing from how ISOC manages its relationship with the IETF - and they always put the IETF front and center when it was *their* work.

It would not require alot of changes.. maybe something like:

"The IANA Stewardship Transition Coordination Group (ICG) will issue a Request for Proposal (RFP) to select a suitable contractor to perform its secretariat function.  This is in response to the announcement by the US Government of its intent to transition key Internet domain name functions to the global multistakeholder community.
