[IPC-GNSO] Complaints Office New FAQ

The Complaints Office issued an FAQ on May 18, which can be found here:

The FAQ is short (2 pages, though it has links to other resources) and
fairly high-level.  Nonetheless, it's important reading for all those who
might have or be interested in complaints regarding ICANN.
