[ispcp] Transportation from the airport to the hotels in New Delhi

There will be an ICANN help desk just outside the arrivals area and
there will be complementary shuttles to the hotels. This service begins
at 20:00 on the 7th and runs until 14:00 on the 11th. People will be
responsible to arrange their own transportation back to the airport.
