Thanks Matt,
I think Jeff is looking for the Final Report on Study 1 (after public comment) because we agreed in Sub Pro that current status of the NCAP, including current progress on Study 2, would be added to the Sub Pro Final Report.

Study 1 has been published on icann.org<http://icann.org> for a while--that's how it was delivered to the Board. However, it wasn't linked to from anywhere, making it extremely difficult to find. :-) That's completely my fault. We recently rectified that situation with a link on the OCTO "Commissioned papers" page, which is at https://www.icann.org/resources/pages/octo-commissioned-documents-2020-11-05-en. The exact link to Study 1 is https://www.icann.org/en/system/files/files/ncap-study-1-report-19jun20-en.pdf.
