[NCAP-Discuss] First (early) draft of Study 1 report for review and comment

Matt,

I'll read it in more detail later, but a first look showed me that one reference is lacking:

This article, while more a position paper, is the first reference I know of what would be later named name collisions. This is possibly what triggered  SAC 045, so I think it has an historical significance.
