Thanks Jim.  I wonder if it is worth devoting some time in the meeting to go over these recommendations from the GNSO Council to the Board?  It seems there should be a connection between that Consensus Policy and our approach to answering the questions since the Board now has this on its plate. The Board did not have this when they posed the questions.

Attached is Topic 29 on Name Collisions from the SubPro Final Report that was adopted by GNSO Council and sent to the Board.



29.3 talks about the “DO NOT APPLY” list that is recommended as Implementation Guidance.

29.4 talks about making all applied-for strings being subject to “a DNS Stability evaluation to determine whether they represent a name collision risk”

29.5 says “the ICANN community should develop name collision risk criteria and a test to provide information to an applicant for any given string after the application window closes so that the applicant can determine if they (sic) should move forward with evaluation.”



29.6 deals with some specifics of Controlled Interruption.



IMPORTANTLY – the Council adopted the Sub Pro Recommendation which requires ICANN to have a mechanism ready for evaluation of the risk of name collisions both prior to the opening of the next application window and during the string evaluation process.  The language used was “must” which is a defined term in the Sub Pro Final Report meaning this is obligatory so the Board is going to need a “mechanism”.
