For NCAP, the essential principle to keep in mind is one of the key
takeaways from the Perspective on DNS Queries study, currently out for
public comment within ICANN: Public Recursive Resolvers (PRR) change
what name collisions look like at root server identities.
While the report you cite has an emphasis on the user benefits, will
privacy in PRRs evolve to generally report statistics to inform name
collisions, or will the situation remain as today with limited if any
access to these kinds of metrics?
Currently, NCAP is assuming a conservative point of view that access to
such data in the future is unlikely.
