Is the plan to develop criteria (preferably quantitative) to move between steps in the Workflow? Because I think it’s very important that we do so.

I don’t believe we can hand the Board a toolbox (CI, ECI, etc.) without also giving specific instructions on how to use those tools. And, as last week’s thread pointed out, some of the tools themselves aren’t completely assembled yet (ECI).
