[NCAP-Discuss] Action Items for DG to Finalize NCAP Report

I note that Casey has added very long sections to the Ethical
Considerations section.  These new paragraphs are substantive in nature and
should NOT be presented for public comment as observations agreed upon by
the Discussion Group.  If Casey feels that these concerns should be raised
in Study 2 (since some of them were previously voiced by some), then I
think we could create an Appendix to Study 2 which provides Ethical
Considerations to be taken into account by the TRT in the exercise of its
discretion - but only as long as other technical folks on the call agree
with the manner in which the concerns have been expressed.

I thought the consensus was around the fact that (1) the TRT should have a
certain amount of discretion around which tools to use - that is after the
application of the first couple of tools and (2) we in the DG are not
privacy experts.

So I strongly object to including all this new text in the basic report.
If some version can be agreed by the technical experts that would operate
as an Appendix to Study 2 as suggested guidance to the TRT when exercising
its discretion, that would be ok with me.  Mention of the Menlo Report
should be in that Appendix and not in the main body of Study 2 as it has
never been discussed by this group.
