[Neobrahmigp] IP Response to Malayalam Variant Query

Dear Veena and NBGP members,

Attached is the IP response to the recent query by the Malayalam script 
members.

The GP is requested to confirm the exact sequences that are and are not 
supposed to be allowed and that are and are not supposed to be variants.

Note that the IP has included the effect of reordrant vowels noted in the 
public comments.
