[Npoc-discuss] The new charter of NPOC - members' review

Hi Judith, Dave and others,

We approached this question of allowing individual members to join NPOC
more than once but wanted to keep it as it has been, thus avoiding more
structural changes that could give reason for contesting the new charter
even within the NCSG. We will allow for observers, who are interested in
NPOC as well subject matter experts, so anyone can participate in working
for NPOC's goals, even if they weren't an official member.

The bold sentence that Remmy highlighted, means that we can, in some
extraordinary circumstances, allow a not-for-profit organisation as a
member even if they are not a government registered entity. An example of
this, could be an organisation representing LGBT+ in a country where it
would be illegal to do so. Obviously a government isn't going to allow an
illegal entity to register. However, at ICANN, we are a lot more liberal
than most governments. We should not always take for granted, that an
illegal activity is not commendable activity or necessary dissidence. This
consideration of extraordinary circumstances will always be done by the EC
and will likely be very rarely used, if ever.
