[NPOC-EC] A new position for the NCSG EC - two applications for your consideration

So i see Raymond is already on the GNSO Standing Selection Committee (SSC)
according to his SoI
Since he is already there and we need more participation in other areas  he
can double in that role for NPOC while Bukola can move to NCSG EC
