[NPOC-EC] Preparing the NCSG review

Hi Raoul,

The NCSG review is forthcoming, perhaps later this year, and NPOC needs to
start the process to fill the gaps to better answer the evaluation criteria
review.

At the EC meeting yesterday, you were designated as the point person for
the review.  I have prepared the responsibilities as a constituency to
start the the process.  I have colour coded the document, with blue meaning
it is already in place.  I am attaching the draft here as a pdf, and also
the link for the google doc below.
