[NPOC-EC] NPOC Election Timeline

Hey there,

It looks good but I have to agree with Caleb that we'd need to at least
change it to ICANN78. I think it's customary to also consider new
electees to travel for the AGM meeting, so I think that's why it's
mentioned there in the first place.
