[registrars] Policy Development process associated with changes in operation of a gtld registry

Further to my email below - the constituency needs to produce a position
statement on the topic below by about 5 Jan 2004.  It would seem useful
to convene some constituency teleconferences and promte some discussion
on this topic before the holidays at the end of Dec/early Jan.
