[registrars] Acceptance of call for RC Conference Call onr 12/11/2003 12:15 PM Pacific Time

If I did the right conversion that conference call will be held at 
5:00am for us in Tokyo :-(
I would like to suggest we have a kind of rotation for hours of the conf 
calls to allow *everybody* to participate.
