What does "Participate on the mailing list" mean?  Are observers contributing to the debate on mailing lists?
If so, we should do the same in order to avail ourselves of the opportunity to have as loud of a voice as others.  If we want to appoint observers, the easiest thing might be to just go to the runner ups of the Whois TF ballots and ask them to volunteer.

Note also that only one person should be speaking on behalf of a
constituency on a teleconference - the others should be listening only.

"That for the purpose of the WHOIS task forces, constituencies be
allowed to appoint more than one person to listen in on teleconferences
and to participate in the mailing list, but in any single teleconference
or physical meeting, there is only one person from the constituency to
represent the constituency's views."
