Bruce,

Have you listened to the MP3 of the first Task Force 3 meeting? If what you
say is the way it should go then these Task Forces need to address this
issue, if it hasn't been addressed since that meeting.

Marilyn Cade was extremely vocal during that meeting, even pushing hard on
the Conflict of Interest issue. And then Sarah was nominated for Chair, made
a Chair nomination, and seconded another. So who is who from the Commercial
Business User's constituency? The second meeting went pretty much the same
way.

I think this issue needs to get resolved so we can make an informed decision
on how we (the RC) want to address alternates for these task forces.

What does "Participate on the mailing list" mean?  Are observers
contributing to the debate on mailing lists?
If so, we should do the same in order to avail ourselves of the opportunity
to have as loud of a voice as others.  If we want to appoint observers, the
easiest thing might be to just go to the runner ups of the Whois TF ballots
and ask them to volunteer.

Note also that only one person should be speaking on behalf of a
constituency on a teleconference - the others should be listening only.

"That for the purpose of the WHOIS task forces, constituencies be
allowed to appoint more than one person to listen in on teleconferences
and to participate in the mailing list, but in any single teleconference
or physical meeting, there is only one person from the constituency to
represent the constituency's views."
