[registrars] RE: Election of RC Reps to the GNSO Council

Here are my thoughts when composing this ballot.

   a) we only have a job description for 2 RC GNSO reps
   b) we haven't defined what responsibilities the alternate has if the GNSO
       does not allow us a 3rd rep.
   c) we don't know if we need an alternate rep, we only know we might.

Since the position is ranked by number of votes an alternate will be 
identified by the looser of position #2.

It seemed to be more fair to work the ballot this way insted of voting for 3
as we have an undocumented job description for alternate and if an alternate 
is not needed then we don't have some one claiming that they were elected to 
this position even though it does not exist.

I hope this note clarifies whey we are only voting for 2 positions, as there 
are only 2 positions open for election.
