[registrars] Transfer policy

Transfers are restricted until 60 days after initial registration or a
completed transfer.

Could someone explain why this same 60 day restriction does not apply to
renewals?

We have had 3 reps on the group that helped to draft the policy:  Bruce
Tonkin, Ross Rader, and myself.  This was simply implementation of a policy
passed last year.  At this point, comments refining the new policy and
implementing documents are welcomed.  Please send them to the list, and/or
to the 3 of us, and we'll make sure they are considered before the policy is
finalized.
