[registrars] ICANN Budget

ICANNfocus.Org (an affiliate of the Center for Regulatory Effectiveness) has
posted an article that includes a letter from ICANN to the DoC stating that
ICANN's strategic plan would be released "as part of our public fiscal year
2004-2005 budget formulation process".

Since we are in (or past) the "budget formulation process", I think it is
important for ICANN to release their plan so we truly understand how they
will spend the money we give them.
