[registrars] thoughts for conference today

Here is another point. At the very least we could attempt to get
ICANN to clearly define the compliance issues that they
are trying to achieve and then ask that they lessen the burden
on registrars by attempting to outsource the functions
to a third party by using, of course, competitive bidding.
 
It is hard to believe that this won't result in lower costs
for registrars or that they would have valid reasons for
not considering this approach.
