[registrars] Version 1.2 of Terms of Reference for the GNSO Review

 Hello All,

As required in the bylaws, all parts of the ICANN organisation are
supposed to be reviewed on a 3 year cycle.

The GNSO is now up for review, which includes the registrars
constituency.

See attached draft terms of reference.   The terms of reference must be
approved by the Board, and the Board will engage an outside consultant
to do the review.

Please let me know if there are any additional elements that should be
added.
