[registrars] DROA mining data via our easywhois site

They were a eNom reseller years ago but have been ICANN accredited for about two years. They were banned from making transfers (which was the main issue) on eNom's credential and new registrations are on there on their own ICANN credential.  Obviously we do not approve or condone whois scraping.

So I have logs documenting DROA machine harvesting whois data via our 
easywhois.com universal whois lookup. It's no newsflash that they are 
harvesting data, but now I have logs showing they are doing it.

Enom: Aren't these guys one of your resellers?

Is there any will within ICANN at all to enforce the rules against this?
