[registrars] Proposed .biz, .info & .org Registry Agreements

ICANN just issued this announcement seeking public comment on the
proposed renewal agreements of the .biz, .info, and .org registries.
Comments are due by August 28th and the issue will be presented to the
Board on September 13.
