[registrars] Update to the Updated Agenda

The following is the updated agenda for tomorrow's Registrar
Constituency meeting in Marrakech.  The Prime Minister of Morocco will
be attending the Opening Ceremonies and we made the decision not to
conflict with that event.
Our meeting will be held in Room Fez 2 starting promptly at 1 pm.
