[registrars] multiple messages

Someone is resending mail to the registrars list.  Here is an example of the 
relevant headers, apparently showing list mail being received, then forwarded 
back to the list:

I will attempt to block this; in the meantime perhaps the above info will be 
useful to someone in a position to do something.
