All, 

I agree it would be considerably less confusing to have an "announcements"
list and a discussion list.

I am certain that it is difficult for members to ensure notice of motions,
proposed statements, and calls for votes, among the general discussion on
the list, which may not be of particular interest to all.

Separating the two would likely improve clarity and informed participation
in actions of the RC.
